Speaker Bio
Justin Perkins is an attorney and manager of Cybersecurity and Policy for CTIA. In this role, Justin supports CTIA’s development of U.S. cybersecurity, telecommunications and technology policy. A graduate of Howard University School of Law, Justin is an effective advocate on key legal and policy issues affecting the wireless industry.
Prior to joining CTIA, Justin served as a law clerk for Commissioner Geoffrey Starks at the Federal Communications Commission. At the FCC, Justin helped the Commissioner and his legal advisors navigate several broadband, public safety, digital equity, privacy, and enforcement issues.
Justin was a fellow with the Philadelphia Diversity Law Group, where he supported Comcast’s FCC Regulatory team on illegal robocall mitigation. He received the 2021 Microsoft Technology Law Policy Achievement Award in recognition of his commitment to how technology can be used as tools to promote social justice, particularly in those communities that have been historically underserved by technology policy goals and implementation.
Based in Washington, D.C., Justin serves as a co-chair to the Federal Communications Bar Association (FCBA)’s Diversity Pipeline Program, where he supports and mentors first-year students interested in telecommunications, media, and technology law.
Justin received his B.A. from Campbell University.
